looking for an Oil Rig Employment

I am currently working as a Philippine Coast Guard Engineering Department.
1)Can I apply in the Oil Rig Industry?
2) What are the Qualifications in order for me to be hired?
3)What are the necessary documents and/or permit that i need if i will apply for an off shore employment? thank you
