osv supply boats or utilitie

i worked offshore on supply boats and utilitie boats
back in the early nineties thru 1999.i started off as a deckhand and eventually got a 100 ton master license.i failed a drug screen and my license was taken..my question is can i still work offshore or am i blackballed from working offshore
